Edo PDP chair in auto crash, two injured 30 Nov 0002 1:00 AM Two persons sustained varying degrees of injuries on Tuesday in an auto crash involving the convoy of the Edo State Chairman of the Peoples Democratic Party, Chief Dan Orbih, in Esan Central Local Government Area of the state. It was, however, gathered that Orbih escaped unhurt. It was learnt that the accident occurred at about 11am at Ewu hill sector of the Benin-Auchi expressway‎, when an articulated vehicle coming down the hill, from the Benin end of the highway, ran into the convoy from the rear. ‎The impact of the collision was said to have pushed the convoy of cars off the road and into the ravine. ‎The driver of the articulated truck, as well as two passengers in another vehicle, who sustained various degrees of injuries, were reportedly rushed to the Irrua Specialist Hospital for medical attention and evaluation. Confirming the incident, the state Publicity Secretary, Mr. Chris Nehikhare, said the party chairman and his fellow travellers escaped by crawling out of the ravine.    He said the PDP family in Edo State was  thankful to God that no lives were lost.    ‎”We, however, pray for speedy recovery for them (injured persons). We also use this opportunity to thank all our members, supporters and well-wishers for their calls and concerns so far,” Nehikhare said in a statement.

Plateau lawmaker barred from election for five

Plateau lawmaker barred from elections for five years 20 Oct 2015 9:12 PM The National and State House of Assembly Elections Petitions Tribunal sitting in Jos has blacklisted the lawmaker representing Langtang South in the Plateau State House of Assembly, Mr. Vincent Bulus, for five years from contesting future elections. Bulus won the election on the platform of the Peoples Democratic Party. The tribunal also ordered the Independent National Electoral Commission to conduct a fresh election into the seat within 90 days. The judgment was sequel to a petition filed the All Progressives Congress candidate in the April 11 governorship and State House of Assembly elections, Mr. Jackson Danladi. Danladi had petitioned the tribunal alleging that the lawmaker was not fit to vie for the election on the basis that he was an ex-convict. Chairman of the tribunal, Justice O. O. Akeredolu, in her judgment, said the respondent was not qualified to contest the election, having been convicted of an offence in line with Section 107(1)(d) of the 1999 Constitution as amended. The tribunal said the lawmaker though claimed that he was not the one convicted of duping the daughter of a former state Governor Jonah Jang by a Magistrate’s Court, he was identified by the Magistrate that convicted him and the security officer that arrested him. The tribunal also rejected a letter purporting to show that the respondent was pardoned by the former governor. The electoral panel declared that a state governor had no power to pardon the ex-convict since the law, under which he was convicted, was a federal law, for which only the President could grant him such pardon. The tribunal held that the respondent should have waited for another five years to complete the mandatory 10 years before he could stand for any elective office. The chairman said, “The respondent, having been convicted of an offence involving fraud and dishonesty by a court of law, was not qualified to contest the election into the Plateau State House of Assembly to represent Langtang South Constituency. “That the election and return of the first respondent as member of Plateau State House of Assembly to represent Langtang South is a nullity.” The tribunal, while observing that the petitioners obtained the second highest number of votes, however, held that the only order it could give was for a fresh election to be conducted into the constituency seat.

Arik grounds two aircraft after ground collision

Arik grounds two aircraft after ground collision 20 Oct 2015 9:27 PM Two Boeing 737-800NG aircraft, belonging to Arik Air, were grounded by the carrier on Tuesday afternoon after they were involved in a ground collision at the tarmac of the Murtala Muhammed Airport, Lagos. According to the airline, nobody was hurt as a result of the incident, which happened in the afternoon at the General Aviation Terminal of the MMA. Arik Air’s spokesperson, Mr. Ola Adebanji, said the incident happened when one of the aircraft was on its way to embark on a scheduled flight. He said the aircraft’s wing brushed that of another plane belonging to the carrier, adding that the situation was adequately handled by the firm’s team. Adebanji, in a statement, said, “Two of our aircraft, Boeing 737-800NG, were this (Tuesday) afternoon involved in a wing-tip brush at the General Aviation Terminal of the Murtala Muhammed Airport, Ikeja, Lagos. “One of the aircraft, 5N-MJP, was marshalled out of the ramp for a scheduled flight when its wing brushed that of another aircraft, 5N-MJQ, parked on the ramp. There were no incidences as the safety of passengers was not jeopardised. We have grounded the two aircraft and are looking into the incident.” When contacted, the spokesperson for the Nigerian Civil Aviation Authority, Mr. Sam Adurogboye, told our correspondent that it was mandatory for the airline to file a Mandatory Occurrence Reporting to the authority, telling it of the incident. Although, he stated that he had yet to be briefed on the incident as of the time of filing this report, Adurogboye stated that it was expected of the carrier to report the incident to the NCAA for appropriate action.

The Syrian Observatory for Human Rights said the jets targeted the rebel-held Jabal al-Akrad region of the mainly regime-held Latakia province on Tuesday. The activist group said civilians were amongst the casualties caused by the strikes but did not know exactly how many of the dead were non-combatants. Rami Abdel Rahman, the director of the group, said dozens of people had also been wounded and that the number of dead could go up as those with serious injuries succumbed to their wounds. He said those killed included rebel fighter and their families, and identified a rebel commander who died as chief of staff of the First Coastal Division group, a faction fighting under the banner of the “Free Syrian Army”. Opposition forces have positions in the Jabal al-Akrad region, which is in the far north of coastal Latakia. Latakia is home to the ancestral village of Syria’s President Bashar al-Assad and has been a key target of Russian air strikes since Moscow began an air campaign in Syria in September.

Three militants killed in clashes with Algeria army 20 Oct 2015 8:25 PM Algerian army troops on Tuesday killed three militants in the province of Boumerdes, 55 km eastern Algiers, according to a statement of the Defense Ministry. “Part of counterterrorism efforts and after the exploitation of accurate tips, a detachment of the National Peoples’ Army in the 1st military region of Boumerdes launched a dragging operation that led to killing three terrorists,” reads the statement. Three Kalashnikov machine guns, three magazines, binoculars, 135 bullets and nine mobile phones have been retrieved, the source said, adding that the dragging operation is still underway. The upper woods and forests in the some central provinces near the capital Algiers, including Bouira and Boumerdes are still considered as safe haven for a number of terrorists linked to al-Qaeda in the Islamic Maghreb (AQIM). Elsewhere in the country, the situation is under control of security forces.

HoS Kifasi on terminal leave – Presidency 20 Oct 2015 8:13 PM The Presidency has confirmed the exit of the Head of Civil Service of the Federation, Mr. Danladi Kifasi, describing it as “retirement.” The Special Adviser to the President (Media and Communications), Mr. Femi Adesina made the clarification in an interview with THE PUNCH on Tuesday evening in Abuja, amidst speculations that the HoS was sacked. Adesina said, “The Head of Service is due for retirement in December and so he is proceeding on his terminal leave.” Kifasi was appointed HoS by ex-President Goodluck Jonathan on Ausust 13 2014. Until his appointment, Mr. Kifasi, Permanent Secretary in the Federal Ministries of Finance and Petroleum Resources. Born on January 1, 1956, Kifasi was a member of the Board of the Nigerian National Petroleum Corporation, a non-Executive Director of the Asset Management Company of Nigeria and an Alternate Governor of Islamic Development Bank. An indigene of Taraba State, Kifasi, a chartered accountant and lawyer, was one of three Permanent Secretaries from the country’s North-East geo-political zone shortlisted to succeed Bukar Aji who left office after 17 months after. Aji succeeded the former HOCSF, Isa Sali.

Protests over tuition hike in S’Africa escalate 20 Oct 2015 8:45 PM Protests against tuition increases escalated at several major universities on Tuesday, spreading beyond campuses with incidents of violence. In the University of Cape Town, protesting students stormed lecture halls and intimidated students who were not joining the protest, witnesses said. University authorities have cancelled classes and put the campus on lock down. Then the students moved out of the campus into the CBD, blocking traffic along the way, with a police escort. In Stellenbosch University not far from Cape Town, students formed a human chain to bar police from arresting students. Some students stormed the administration building, breaking glass to get in. Riot police were brought in to control the situation. In Wits University in Johannesburg, students blocked a road near the campus and turned back police vehicles, only allowing ambulances to pass through. In other universities across the country, similar protests also took place, some of them reportedly violent. As protests were escalating, Minister of Higher Education and Training Blade Nzimande was convening a meeting in Pretoria with representative delegations of university vice-chancellors, council chairs, students and workers, to seek a common framework and approach to the issue of university fee increases for 2016. “An approach must be developed in order to come up with a dispensation that takes into account the difficult circumstances facing especially the students who come from poor families, as well as the financial pressures facing the system,” Nzimande said earlier. The protests were triggered by all major universities planning to increase tuition fees ranging from 10 percent to 50 percent for the 2016 school year. Some universities demand that students must first make the “minimum initial payment,” the lump sum students are expected to pay at the start of each year, which they feel is “exorbitant.” The universities say they have to do so after the government cut education funding and scholarships. The South African National Student Financial Aid Scheme (NSFAS) reportedly is short of 51 billion rand (about 3.9 billion U.S. dollars) to fund poor students. Nzimande denied that funding for poor students has declined. He said the NSFAS funding has increased from 441 million rand in 1997 to 9.5 billion rand in 2015. “Government remains committed to funding poor students in higher education in the context of a constrained fiscal climate,” he said. Court hears Lai’s N500m suit against Metuh Nov 17 20 Oct 2015 5:00 PM A Lagos State High Court in Ikeja on Tuesday adjourned till November 17, 2015 to hear the N500m defamation suit filed by the Publicity Secretary of the All Progressives Congress, Alhaji Lai Mohammed, against his counterpart in the Peoples Democratic Party, Mr. Olisa Metuh. Justice Oluwatoyin Ipaye, who is presiding over the case, directed Mohammed’s lawyer, Mr. Wahab Shittu, to ensure service of all the court papers on Metuh and adjourned till November 17 for report of service and hearing of the pending application. Mohammed, who claimed to have been defamed by a press release allegedly authoured and circulated on September 20, 2015 by Metuh, had last week filed the N500m defamation suit. Mohammed alleged that Metuh, in the said release, accused him of embezzling the funds meant for the fencing an airport in one of the APC-controlled states in the South-West. Mohammed also claimed that Metuh said he (Mohammed) obtained money to supply ambulances to one APC-controlled state in the South-West but never did so. Mohammed further claimed that Metuh, in the statement, had allegedly wondered where Mohammed got the courage to speak on corruption when indeed the APC spokesman had mastered the art of corruption having been “a personal aide to one of the most corrupt politicians to ever bestride the political space of the country.” Mohammed, who said he was a one-time coordinator of the Bola Ahmed Tinubu Campaign Organisation, claimed that the statement credited to Metuh was carefully calculated to inflict damage on his reputation and to lessen him in the estimation of the public. Mohammed, who is a ministerial nominee, claimed that Metuh had injured his character in a grave manner and caused him considerable reputational destruction and embarrassment. He is seeking an order mandating Metuh to not only retract his statement but to also tender published apology to him in a widely read newspaper for seven consecutive days. He is also seeking an order of perpetual injunction restraining Metuh and his privies from further publishing or disseminating libelous materials against him.

Taliban takes Afghan police chief hostage 20 Oct 2015 9:05 PM Police chief and 17 of his men are missing after the Taliban seized Ghormach district of Afghanistan’s Faryab province. Sediq Sediqqi, a spokesman of Afghanistan’s interior ministry, said on Tuesday that the men had not been heard from since Monday, a day after the Taliban takeover. The armed group’s spokesman, Zabihullah Mujahid, told Al Jazeera that the Taliban detained the wounded police chief and 14 other policemen. There was no immediate explanation for the difference in numbers. “We held them [police chief and 14 other policemen] captive yesterday. We can’t say what we will ask in return for their freedom, but we will make an announcement soon,” Mujahid said. “The police chief is injured but still alive.” Reinforcements have been sent to the province and First Vice President Abdul Rashid Dostum, a former rebel leader with no formal position in the military, would coordinate operations there, Sediqqi said. Elsewhere in the country, troops were battling Taliban in three districts in southern Helmand province — Musa Qala, Nad Ali and Nawzad, Sediqqi said. “We are facing security problems in at least nine districts,” Sediqqi said.

Attempted suicide: Court rejects request to handcuff Okah 20 Oct 2015 9:08 PM A Federal High Court in Abuja rejected a request by the prosecution to handcuff a suspected mastermind of the October 1, 2010 bombing in Abuja, Charles Okah, during his resumed trial on Tuesday. The request by the lead prosecuting counsel, Alex Izinyon (SAN), followed a suicidal attempt by Okah to jump out through the window of the courtroom located on the third floor of the five-storey building during the previous proceeding on October 6. Izinyon anchored his request on provisions of Section 269 and 271 of the Administration of Criminal Justice Act 2015. Ruling on the oral application, Justice Gabriel Kolawole rejected the request on the grounds of the undertaking by defence lawyers that the accused person would no longer “misconduct” himself. He, however, said the court, under section 6(6)(c) of the Constitution, reserved the power to make such an order even without  any application if the judge was of the view that the conduct of the accused person could impede “the smooth administration of the proceedings”. The judge observed that the suicidal attempt was more of a show by Okah to “draw attention and perhaps public sympathy” while recalling that a lot of theatrics by the accused person had stalled progress in the case that was filed on December 6, 2010. He warned Okah not to again “test the resolve of the court to exercise the judicial power conferred on the court under section 6(6)(c) of the Constitution. Okah is standing trial along with Obi Nwabueze for terrorism charges arising from the October 1, 2010 bombing incident in which 12 persons were said to have died. Okah, had on October 6, after ending an emotion-filled comment about his protracted trial during the court session, grabbed a nearby chair with which he made repeated but futile attempts to break a window in order to create an opening through which he could jump down from the court room located on the third floor of the five-storey building. His frustration was ignited by his lawyer’s absence in court. Defence lawyers – Messrs Samuel Zibiri (SAN) and Oghenenovo Otemu – in October last year, dispensed with the services of Lagos lawyer, Mr. Festus Keyamo, whose law firm had defended the two of them since the case started in 2010. On Tuesday, the two lawyers apologised for their absence from the previous proceedings and also for what they described as Okah’s indiscretion during last court session. After the court’s ruling, the prosecution called its second witness, Bassey Omoren, who had earlier testified to be cross-examined by the second accused person’s lawyer, Otemu. Omoren, a welder,  who had been cross-examined by Zibiri in the earlier proceedings, said on Tuesday that he used to work for Charles Okah’s brother, Henry, to weld “hidden compartments” in vehicles. He also said he testified as a prosecution witness in Henry’s trial in South Africa, where  he (Henry), a former leader of the Movement for the Emancipation of the Niger Delta, was tried convicted and is currently serving jail terms for the October 1, 2010 bombing in Abuja. Responding to Otemu’s questions, he said earlier before he was arrested with the bombing of 2010, he had been arrested and detained for 18 months by the Department of State Service in the course of working for Henry. The judge expressed surprise at Omoren’s  response that he could not remember the year he was detained for such a long period when asked by the defence lawyer. The matter was adjourned till October 27,  November 4 and 19 as well as December 2 and 3.

Successful economies invest in appropriate technology _

iDEA Hub’s Chief Executive Officer, Helen Anatogu, speaks to OZIOMA UBABUKOH about the significance of Demo Africa to young people and their businesses What is the significance of Demo Africa to iDEA? An event such as Demo turns the spotlight on Africa and Nigeria specifically. Nigerian start-ups have an unprecedented opportunity to interact with individuals whom they would otherwise not have had easy access to and those who can help their businesses grow. What are your expectations from Demo Africa 2015? I expect to have a great event – a lot of learning for this ecosystem. This is our chance to generate interest within Nigeria for technology, show the world what we have, source the necessary investment in our technology start-ups and show them what is possible. What are your roles in the development of our economy? I do not think one can talk about iDEA’s role in isolation; rather we talk about the role of technology. I think that with where we are as a country, nobody is in any doubt about the need to grow the competitiveness of all sectors of the Nigerian economy. The most successful economies invest in developing appropriate technological solutions and applications. They have also taken it as a priority to strengthen domestic capabilities in software development in order to increase the capacity of firms to achieve higher levels of productivity and revenue with a corresponding increase in employment. Software is a critical part of modern industrial infrastructure as well as an important industry. It is also the vehicle for implementing the other key elements of a knowledge economy: responsive and transparent government; a supportive business environment with low transaction costs; enhanced learning environments and effective social programmes. Sadly, Nigeria has not been able to effectively harness the power of technology and it has had less impact on Nigeria than on other emerging economies. This needs to change and urgently. There is a clear benefit to the economy in developing locally relevant solutions suited to the peculiar needs and problems of the Nigerian society. iDEA identified a need for a formal programme to develop the capabilities of Nigerian software developers with the ultimate objective of not only creating jobs directly but also the technology to enable and grow other sectors of the economy. The local private sector, in the software industry as well as in many other industries, faces some basic constraints: under-developed infrastructure, poor investment climate, and uncertain or restrictive regulations as well as other factors like a lack of knowledge and skills, high cost of Internet, computers and other tools. iDEA tries to cushion the impact of these constraints through the iDEA centres. The centres provide a safe, stable and secure environment to start and grow companies and focus on the development of Information and Communications Technology ventures that use software development platforms to grow content, services and applications, which are locally relevant, but at the same time exportable. iDEA’s mission is to support entrepreneurs to start and grow businesses, which create products, revenue, jobs and societal impact. How many of your start-ups are participating at Demo Africa 2015? We have one start-up, Talking Bookz, participating in Demo. What is the statistics of start-ups that are in the hub now? iDEA has 34 start-ups currently within the programme. What are the challenges you have in the actualisation of your objectives? As I mentioned earlier, as a country we still do not fully appreciate the importance of technology and encouraging the emergence of a technology industry and therefore, funding for the incubation programme as well as seed funding for technology start-ups remain a challenge. Incubation programmes such as iDEA provide business support and training that enable the successful development of start-ups. In other countries, incubators are typically funded out of one or a combination of subsidies/grants, rental income and third party investment. Given the income levels of those that iDEA caters to and the general socio-economic situation, in order to ensure that our programme is not too expensive for those we provide our services to, our funding comes mainly from grants which are few and far between. In addition, we often make unfair comparisons between Silicon Valley and other ecosystems, including Nigeria, without fully understanding the context of Silicon Valley’s success. Silicon Valley succeeds because of the close cooperation between academia and industry, a rich venture capital ecosystem, a corporate culture that is particularly receptive to innovation and risk taking, high institutional tolerance of failure, not to mention a highly skilled workforce. We do not have any of these elements here, which means what iDEA and others similar to us are trying is difficult but not impossible to achieve. How do you hope such challenges can be tackled? We need to see more consistency in government’s support for and improved access to finance for technology start-ups. We also need to improve the technical and entrepreneurial capabilities of our software developers through a change in the curriculum at Nigerian universities and/or support for organisations such as iDEA. What are the programmes you run at the hub? iDEA runs an incubation programme and an acceleration programme. iDEA offers business incubation for early founders or growth stage start-ups. We are looking for innovative businesses (whether run by individuals or teams) with innovative solutions in finance, enterprise (especially for Small and Medium Enterprises), E&M Commerce and Healthcare that can be commercialised within two years, with the potential to have a high impact on the marketplace or community. We assess innovation through technological innovation. That is, innovation through technology resulting in a new product or service or localisation of an existing product or service; commercial potential, strong market for products or services with the potential for successful commercial exploitation of new products or processes. The incubation programme provides knowledge, tools and contacts for start-ups to grow and become successful. iDEA does this by aggregating professional guidance and mentoring, business resources and access to finance to enable ICT entrepreneurs to build enduring businesses, while creating an environment that is conducive for them to broaden their ICT skills. In incubating start-ups, iDEA facilitates their progress by steering people towards defined target points in their evolution. To achieve this, iDEA meets regularly with teams to review their position, to track performance and to define next steps. The iDEA acceleration programme is a 16-week sprint consisting of three modules (design, build, pitch) to get iDEA start-ups to launch, to grow market share, and to raise funding. The programme culminates in a Demo Day, where iDEA start-ups pitch for funding to assembled Venture Capital firms. The programme is focused on mobile, financial services, health care, enterprise (SME) and e-commerce. iDEA admits two cohorts per year in February and August and provides knowledge, organisational, operational, and strategic support needed to rapidly grow your business and attract investment. Selected companies receive seed investment, access to investors, office space, and a range of other benefits, such as hosting, marketing, legal, and financial services. The accelerator provides c-level mentor led training to assist the entrepreneurs in creating scalable business models, go-to-market strategies and financials culminating in “demo days” where the companies make pitches to an audience of qualified investors. The core founders for each team are required to attend all of the trainings and mentoring sessions; iDEA is a full-time commitment. Founders will spend 50+ hours a week working hard to meet the requirements and prepare to scale their businesses. iDEA uses KPIs to track business performance and bring the missing business management skill set to the engineers and programmers who make up the core of most start-up teams. We help members find the best route to market utilising Go-To-Market Strategy, existing business networks, influence and experience. We expose members to targeted pitching opportunities with appropriate VCs and partners. How are you funded? iDEA got its initial funding from the Nigeria Information Technology Development Agency in 2013. Since then, we have tried to work with private sector partners who provide us with some funding as well as services and products. However, funding for the programme remains a huge challenge, as Nigeria has yet to fully understand the importance of technology to our economy. We hope to see more support from NITDA. What are the processes of admitting start-ups to the hub? iDEA admits start-ups to the incubation programme quarterly and the accelerator programme twice a year. Start-ups make their applications through the iDEA website and qualified start-ups are then invited for an assessment with the iDEA team.
